More than 100 people attended the External Review Meetings of the Carnegie Mellon Portugal Program this year. The event was held in Lisbon, at Centro Cientifico e Cultural de Macau, between January 9 and 10, 2012. Sir John O’Oreilly, Vice-Chancellor of the Cranfield University, United Kingdom, the chairman of the External Review Committee (ERC), expressed that the Committee “have been impressed with the way this partnership program has developed,” adding that “the quality of researchers and students attracted to the programme is very high.”

Every year the Carnegie Mellon Portugal Program is evaluated by the External Review Committee whose role is to analyze a report by the Directors, hold several meetings with researchers, students, alumni and entrepreneurs, and report on the progress of the partnership towards achieving its goals in terms of cutting edge research, advanced training, internationalization and collaboration among the various players, in particular Portuguese universities, Carnegie Mellon, and industry in Portugal.

The External Review Committee is formed by Sir John O'Reilly, Vice-Chancellor of Cranfield University United Kingdom, Chairman, Luigia Aiello, Università di Roma La Sapienza, Rome, Italy, and Tariq Durrani, University of Strathclyde Glasgow, Scotland, United Kingdom. During two days, the Committee saw presentations on research highlights of projects with companies and end users, spoke with more than 70 faculty, students and alumni, and had the opportunity to listen to entrepreneurs that are engaged in the Program. The Chairman of the External Review Committee considers that “the program has broken new ground in terms of international interactions and engagement. The 'architecture' established for the program allowed sufficient scope for adjustment and improvement, and this has been exercised beneficially.” Sir John O’Reilly believes that “there have been gains in terms of standard and standing of research and educational programs but a very major benefit is the level of industrial engagement the partnership has stimulated and enabled.”

Master Student wins Best Poster and Demo Awards at Videojogos 2011 Conference

Carnegie Mellon Portugal Faculty Exchange Program: SPRING and FALL ADMISSIONS 2012

The Carnegie Mellon Portugal Program supports faculty exchange programs, in which academics from Portuguese universities can spend at least one term working in research and education at Carnegie Mellon to experience the culture of a top United States university. Carnegie Mellon professors are also given the opportunity to spend time in Portugal to engage in teaching and research activities with local institutions of higher education and research labs.

The goal of the faculty exchange program is to accelerate the adoption of best practices through cultural immersion giving the opportunity to adopt, adapt, propagate, and consolidate the best practices of top universities.

We are accepting applications for extended stays at Carnegie Mellon University with ending dates before December 31, 2012.

Internship: “A Win-Win Process to the University, to the Company, and to the Student”

Originally from Lisbon, Portugal, André Torres Martins is a dual degree Ph.D. student in Language Technologies (LTI) at the Instituto Superior Técnico of the Universidade Técnica de Lisboa (IST/UTL) and at Carnegie Mellon’s School of Computer Science. Prior to joining the doctoral program, Martins worked in research and development in computer vision and image processing at Reverse Engineering, and in research and development in language technologies at Priberam Informatica. Currently, André Martins is carrying out a three months internship at the Google Research in New York.

Doctoral Student Wants to Give a Strong Contribution to the Machine Translation Community

Wang Ling is a dual degree Portuguese Ph.D. student in Language Technologies, at the Instituto Superior Técnico of the Universidade Técnica de Lisboa (IST/ULT) and Carnegie Mellon University (CMU), who has been carrying out research on Machine Translation. He is under the supervision of Isabel Trancoso, from the IST/UTL and researcher at the L2F Spoken Systems Lab / INESC ID, and Alan Black, from Carnegie Mellon University. Wang Ling goal is to “give a strong contribution to the Machine Translation community.”

Third Annual Carnegie Mellon Portugal Conference: Strong Engagement between Universities, Companies and End Users

Researchers, students, alumni, and entrepreneurs attended the 2011 Annual Carnegie Mellon Portugal Conference entitled “Universities, Companies and End Users: A Strong Coalition for Knowledge and Growth,” on October 3, 2011, at Reitoria of the Universidade Nova de Lisboa.

The Portuguese secretary of state for Science, Leonor Parreira, greeted all the participants in her speech at the opening session. She reinforced the importance of the expression ‘coalition’, which is a very powerful word that shows the strong engagement between the three key players: Universities, Companies and End Users.

Manuel Beja, from Novabase, said “We are helping to Change the Academia in Portugal”

Novabase is one of the industry partners of the Carnegie Mellon Portugal Program and it is “100 per cent engaged with the partnership since its beginning,” said Manuel Beja, head of corporate development for Novabase. In the last five years, Beja feels that the results of this partnership are deeper than the ones they were expecting in the beginning, and he really feels that “Novabase is modestly helping to bring change to the Academia in Portugal.”

"Education is one of the biggest concerns of Novabase,” said Manuel Beja explaining that this was one of the main reasons that led Novabase to become an industry partner of the Carnegie Mellon Portugal Program. Manuel Beja highlighted the Universidade de Coimbra and the Universidade da Madeira as good examples of Portuguese institutions of higher education, which modernized themselves and are currently attracting top talented professors and students from all over the world.

Pedro Oliveira's Paper Receives 2nd Best Paper Award Innovation Management 2011

The paper "Users as Service Innovators: The Case of Banking Services", Research Policy, 40 (6), 806-818) written by Pedro Oliveira, professor at the Católica – Lisbon School of Business and Economics and coordinator of the the Doctoral Program in Technological Change and Entrepreneurship (TCE), and Eric von Hippel, from Sloan School of Management (MIT), has won the 2nd Best Paper Award Innovation Management 2011. The paper was selected out of over recently published papers and the final round was held at the EBS Business School in Germany on July 26th, where the three finalists of this challenge presented their papers.

Bruno Cabral, assistant professor at the Informatics Engineering Department of the Universidade de Coimbra (UC), recently finished his faculty exchange at Carnegie Mellon University (CMU), through the Carnegie Mellon Portugal Program. He spent four months and a half in the United States.

The main goals of Bruno Cabral were to acquire the core competences necessary to integrate the faculty body of the CMU/UC Professional Master Program in Software Engineering (MSE), and to follow and contribute to the research work carried out at CMU in the AEMINIUM project.

“I Want to Give Eyes to the CoBot Robot”

CoBot is a robot carried out by the research team of Manuela Veloso, at Carnegie Mellon University. The goal of this team is to contribute to a multi-robot, multi-human symbiotic relationship, in which robots and humans coordinate and cooperate as a function of their limitations and strength.

Susana Brandão, a dual degree doctoral student in Electrical and Computer Engineering (ECE), co-advised by Manuela Veloso at CMU and João Paulo Costeira, from Instituto Superior Técnico da Universidade Técnica de Lisboa (IST/UTL), is working with this robot and believes that she will help CoBot to “see” in the future.

Susana Brandão started her Ph.D. in 2009/2010 in Portugal, at Instituto Superior Técnico da Universidade Técnica da Lisboa (IST/UTL), through the Carnegie Mellon Portugal Program, funded by the Fundação para a Ciência e a Tecnologia. In the fall 2010 she went to Carnegie Mellon University. In looking back, five months behind, she was able to go by several challenges: “I wrote two papers, passed my qualifier exam, was teacher assistant in a Robotics Lab for undergraduates, and finished all the courses,” said Susana Brandão explaining that “the last four months were a marathon, but now I can be a hundred percent devoted to my research and doctoral thesis.”

Alexandre Mateus is the First Carnegie Mellon Portugal Program PhD Graduate

With the rising presence of Internet in our day to day lives more people start to think that there is no sense in buying music or movie tickets when it’s possible to have that content for free, despite being illegal. Trying to understand or even solve this rising problem was Alexandre Mateus’ goal in his thesis. The former student of Instituto Superior Técnico has 31 years old.

Motivation
One of the major socio-economic trends since the 1990s has been the rise of entrepreneurshipvas a driver of innovation, competitiveness and economic development. One central aspect in the creation and growth of knowledge-based firms is the role played by the human capital of the entrepreneur. Human capital entails the stock of knowledge and skills that reside within individuals and that can be developed over time. This includes general human capital, which comprises formal education, and previous job-market experience. But it also entails specific human capital, encompassing prior experiences that might be more relevant for an individual to decide on engaging in the development of knowledge-based firms. For instance, entrepreneurial experience, top management experience, or previous work experience in the same sector where the new firm is being started are likely to endow individuals with knowledge and skills that are specific for the tasks required from a knowledge-based entrepreneur.

The last two decades have seen the emergence of encompassing data sources linking individuals and firms over time. Such data sets are rare and hard to access. These longitudinal datasets can be used to track the evolution of markets and individual firm performance as well as individuals’ professional and entrepreneurial experiences over time, allowing for the examination of their decisions and behavioral patterns in the labor market. Some of these longitudinal datasets match employees, employers, patents and their characteristics over time.

This workshop aims to present and discuss cutting edge work from leading researchers in the areas of entrepreneurship and innovation focusing on the role played by human capital in the entrepreneurial and innovation processes. Most papers will leverage new longitudinal databases, often in connection with other complementary sources of data.

Abstract:
Everyday tasks like walking on the street, recognizing a friend or understanding a scene seem so simple and immediate that transposing it to a computer might seem like an easy task. Only when we try it do we realize our immense talent, as humans, in making sense of the data that reaches our senses. In this talk I illustrate some of these difficulties and particularize for the context of texture discrimination. I introduce a simple supervised learning approach (using Genetic Algorithms) that enables high-frame rate texture discrimination and compare it with current state-of-the-art methods. I further particularize the general methodology to rotationally discriminant and rotationally invariant discrimination. I conclude with experimental results, which illustrate that it is successful in capturing the essence of the texture discrimination problem.

Bio:
Rui Guerreiro received his licenciatura (2002) and MSc (2003) degrees from Instituto Superior Técnico (IST), Portugal, in Electrical & Electronical Engineering, the latter on the topic of 2D-to-3D conversion using Structure from Motion. In 2003, he joined Siemens S.A. in Lisbon where he worked in high-speed circuit design for communication systems.~In 2005, he joined the Video Processing Group of Philips Research, Eindhoven, The Netherlands, where he worked on picture enhancement topics (motion estimation, halo-free frame-rate up-conversion, multi-band enhancement, temporal compression artifact suppression, spatial color processing, color therapy), 2D-to-3D conversion for 3D-TVs (scene classification, depth-from-focus, motion-based segmentation) and supervised student work on low-cost gaze tracking. In 2009, he started a PhD at IST, on perception-based 2D-to-3D conversion. He has 4 patents and 9 peer-reviewed publications on these topics.

Abstract:
Non-Intrusive Load Monitoring (NILM) is a promising technique for disaggregating per-appliance energy consumption in buildings from aggregate voltage/current measurements. One major limitation of the approach is that it typically requires a training phase during which users must manually label device transitions. This talk presents an inexpensive contactless electromagnetic field (EMF) event-detector that can detect appliance state changes within close proximity based on magnetic and electric field fluctuations. Each detector wirelessly transmits state changes via a sensor network to a circuit-panel energy meter, which can then be used to label and disambiguate appliance transitions detected from the aggregate signals as well as to track the associated energy consumption. Our EMF sensors are able to detect significant power state changes from a few inches away making it possible to externally monitor in-wall wiring to devices (e.g., overhead lights). We also address how this technology can be used as a first step towards the broader goal of net-zero energy buildings.

Bio:
Anthony Rowe is an Assistant Research Professor at Carnegie Mellon University. He received a Ph.D. in ECE from CMU in 2010. His research interests include networked real-time embedded systems for sensor and actuator applications. Currently, he is investigating how to design future embedded systems to support applications ranging from building energy optimization to hazardous work-zone safety that are energy-efficient and provide real-time properties.

Abstract:The increasing use of digital devices and instrumented networks enables detailed data to be collected about how people live their lives, communicate, collaborate and conduct work. These data provide an unprecedented opportunity to leverage both computation and social science to develop new behavioral theories and to pioneer new privacy- preserving analytic techniques with applications in societal and commercial contexts. Recognizing the inherently inter-disciplinary nature of the effort, the iLab at the Heinz College has convened a group of faculty from around the CMU campus with expertise in social science (sociology and economics), marketing science, optimization, machine learning and statistics and compiled a set of large societal scale data sets in multiple contexts from different nations (e.g., India and Portugal). This talk will discuss some examples of research conducted at the lab and discuss preliminary evidence of what has been accomplished to date.

The Innovation Network on Security and Critical Infrastructure Protection (NET-SCIP) is currently gathering the scientific community, the private sector and the main government agencies in Portugal with the goal of developing comparative advantages in new security technologies, services, and protection of critical infrastructures.

As part of this initiative, NET-SCIP is organising a one-day workshop on the 13th of October 2010 at Faculdade de Engenharia da Universidade do Porto, Porto, Portugal. Researchers, professionals and practitioners interested in participating are invited to submit a 1-page position abstract outlining the topic of their ongoing work and interests. Selected submissions will be invited for presentation at the workshop.

The organisers wish to especially encourage industry professionals and junior researchers (Ph.D. students, post-docs) to consider participating in this workshop.

Theme & topics:
The convergence of telecommunication networks, information systems and control technologies has become a reality. The internet is more and more the platform of choice for the many information flows that support critical infrastructures and critical information and communication systems. Examples include energy and fuel networks, supply chains for materials, water and food, transportation networks and healthcare systems, as well as medium and large enterprises exploring business relationships in a open global market of inter-dependent services. At the same time sophisticated technologies based on sensor networks allow for the aggregation of physical data in real time with respect to spaces, equipment and people.

Given the growing inter-dependence of all these systems, the impact of cyber-attacks is no longer circumscribed to particular information systems and is now a real threat both to the infrastructures and basic services on which we all depend in our everyday life.

Centered on scientific and technological advancement, NET-SCIP shall promote an inter-disciplinary approach by which experts from engineering, basic sciences, economy, design and psychology come together to create new knowledge and develop security solutions for all kinds of users and companies.

Advanced Corporate Partnering (15th June)
Various examples of corporate partnering arrangements will be introduced and discussed, including corporate gifts, Sponsored Research Agreements, Consortium Agreements, Licenses and the use of Master Agreements. In addition, the panel will discuss, cultivating corporate partnerships, and alumni relationships, and efforts to attract key corporate partners to facilities on or near campus. Attendees will be introduced to Carnegie Mellon’s CyLab (cyber security) Consortium and Quality of Life ERC Consortium. Representatives will discuss the consortium structures, relationships with corporate members, member rights and privileges and models for commercialization partnerships. Specific issues in corporate partnering will be addressed, including publication, intellectual property ownership, the use of university facilities, access to students and faculty conflict of interest and consulting.

Hands-on Working Sessions (16th June)
The Case Study sessions are intended to be interactive working sessions. Each case study will be introduced by one of the presenters. The participants will break into working groups to address and discuss the relevant issues of the case, followed by a group discussion. Case studies will focus on the details of various types of agreements commonly entered into with corporate partners, and may include sponsored research agreements, consortium agreements, licenses, and corporate gifts.

Objectives
The objective of this workshop is to bring researchers from ECE and CS together with those in Economics, Business and the Social Sciences to discuss and develop cross-disciplinary research questions in the strategic directions of the Carnegie Mellon Portugal Program.

Structure
The workshop will go from 9am to 1pm on Tuesday, June 15. There will be 4 short targeted presentations followed by periods of longer discussion. Two presentations will be based on a social science issue, paper or method and will be asking or suggesting how the engineering and natural sciences research can contribute to the issue at hand. Conversely, there will be two presentation from ECE/CS researchers which will also be asking or suggesting dimensions in which the social sciences can help. The discussion will be used to try to deepen the potential theme where joint projects could emerge. A summary of the conclusions will be made available.

Carnegie Mellon Portugal program Launches Master of Entertainment Technology

The Entertainment Technology Center (ETC) at Carnegie Mellon University (CMU) and the Madeira Interactive-Technologies Institute (MITI) at University of Madeira (UMa) jointly provide a two-year program offering Masters of Entertainment Technology degree (MET), under the Carnegie Mellon | Portugal program, sponsored by the Fundação para a Ciência e a Tecnologia (FCT).

This is not a Master of Science nor a Master of Arts or Fine Arts degree—rather a unique, specialized degree program in the interdisciplinary field of entertainment technology. Your diploma will say; Master of Entertainment Technology. The MET is considered a professional, terminal degree. It is the academic pinnacle of studies in this field, thus having greater significance than the M.A. or M.S., and the equivalent academic weight of the M.F.A. and/or M.B.A. degree.

The ETC does not turn artists into technologists, or vice-versa. While some students will be able to achieve mastery in both areas, it is not our intent to have our students master 'the other side.' Instead, we intend for a typical student in this program to enter with mastery or training in a specific area and spend his or her two years learning the vocabulary, values, and working patterns of the other culture. This learning will be evidenced by their ability to work effectively with those who are expert in it.

Back to Basics is an international colloquium on fundamental tools for research in Electrical and Computer Engineering, held weekly at FEUP, the Faculty of Engineering of the University of Porto (UPorto).

Abstract:
Lighting constitutes more than 20% of total U.S. electricity consumption, a similar fraction in the European Union, and an even higher fraction in many developing countries. Because many current lighting technologies are highly inefficient, improved technologies for lighting hold great potential for energy savings and for reducing associated greenhouse gas emissions. Solid-state lighting shows great promise as a source of efficient, affordable, color-balanced white light. Indeed, assuming market discount rates, engineering-economic analysis demonstrates that white solid state lighting already has a lower levelized annual cost (LAC) than incandescent bulbs. The LAC for white solid-state lighting will be lower than that of the most efficient fluorescent bulbs by the end of this decade. However, a large literature indicates that households do not make their decisions in terms of simple expected economic value. After a review of the technology, we compare the electricity consumption, carbon emissions, and cost-effectiveness of current lighting technologies, accounting for expected performance evolution through 2015. We then simulate the lighting electricity consumption and implicit greenhouse gases emissions for the U.S. residential and commercial sectors through 2015 under different policy scenarios: voluntary solid-state lighting adoption, implementation of lighting standards in new construction, and rebate programs or equivalent subsidies. Finally, we provide a measure of cost-effectiveness for solid state lighting in the context of other climate change abatement policies.

Short bio
Azevedo’s research interests lie at the intersection of environmental, technical, and economic issues, such as how to address the challenge of climate change and to move towards a more sustainable energy system. She tackles complex problems in which traditional engineering plays an important role but cannot provide a complete answer. In particular, she has been looking at how energy systems are likely to be shaped in the future, which requires comprehensive knowledge not only of the technologies that can address future energy needs but also of the decision-making process followed by different agents in the economy. Azevedo has also been working on assessing how specific policies will shape future energy systems, especially in a carbon-constrained world.

On Wednesday, May 5, in GHC 7501, the Carnegie Mellon Portugal sponsored Æminium - Freeing Programmers from the Shackles of Sequentiality project is holding an informal workshop at Carnegie Mellon University.

With the rise of multicore processors and the increasing richness of application functionality, leveraging parallel computation is increasingly necessary to achieve good performance. However, parallel computing is also difficult for programmers, due to the need to decompose the problem into sub-parts which can be solved in parallel, and due to the challenges of managing potential interference between concurrent* tasks.

This workshop focuses on research approaches intended to facilitate the practical adoption of parallel computing. These may include engineering approaches, new models of parallel computing, approaches for verification and reasoning in the presence of concurrency, and approaches for teaching parallel computing.

The current schedule of topics is listed below. We would like to emphasize discussion in the workshop, so our plan is to avoid long presentations. However, potential participants may propose to give a 5-minute lightning talks in one or two sessions, the purpose being to introduce ideas for discussion. The organizers will select a number of talks consistent with leaving the majority of each session for open discussion. We want to encourage discussion of work in progress; therefore, participants should be aware that some ideas presented may not yet be published and therefore should not be shared outside the workshop.

Abstract:
Within today’s network industry, certain markets are renowned for their abundance of innovation (file-sharing networks, social networking applications), while others are more famous for resisting new technologies (land-line telephones, network-layer architecture). In this talk, I will argue that such differences are rooted in the way money flows through the network system. A simple model reveals three representative paths that money can take among users, network providers, and service providers. Using a novel economic theory, the classic model of Cournot competition can be generalized to explore all three market types, and compare them in terms of investment levels.
Applying this theory, I will investigate the contemporary movement to large-scale, “virtualized” testbeds. Faced with the difficulty of making changes to the internet architecture, researchers have recently turned to testbeds as a place to deploy new services. Despite the excitement, uncertainty surrounds the question of how technologies can bridge the gap from testbed to global availability. It is recognized that no amount of validation will spur today’s providers to make architectural changes, so if new services are to reach a widespread audience, the testbed itself must provide that reach. I will therefore analyze two questions: First, would today’s network providers (or a new set of providers) ever support a virtualized architecture on a global scale? Second, even if they did, would such a network, spanning a great many domains, support the adoption of new services or upgrades to the infrastructure?

Abstract:
This paper analyzes the effect regulation of network infrastructure has on complementary service markets. In particular, the paper proposes a theoretical model that explains the interactions of regulation in a network sector with investement in network infrastructure and investements in complementary markets. As we will show access regulation negatively aspects the network operator’s incentives to invest into network quality, but this may be more than compensated by the increase in investment incentives for providers of complementary services so that access regulation may actually increase the perceived overall quality level for final consumers.

On March 11th, 2010, will be held the 1st Workshop on the Economics of ICTs at the Faculdade de Economia at Universidade do Porto, in Porto, Portugal. This event is organized by the Carnegie Mellon Portugal Program - Instituto Superior Técnico, with the Center for Economics and Finance at Universidade do Porto (cef.up), and the Center for Advanced Studies in Management and Economics (CEFAGE).
The goal of this event is to discuss the recent changes in the telecommunications sector: competition between networks and between operators, the after-markets, the entry of new firms and sector regulation. The keynote speech will be done by José Manuel Amado da Silva, president of ANACOM. This workshop is intended for academics, Ph.D. and MSc Students, policy markets, and members of industry.

Abstract:
We take inspiration from recent research on sentiment analysis that interprets text based on the subjective attitude of the author. We consider related tasks where a piece of text is interpreted to predict some extrinsic, real-valued outcome of interest that can be observed in non-text data. Examples include:
* The interpretation of an annual financial report from a company to its shareholders is the risk incurred by investing in the company in the coming year.
* The interpretation of a critic's review of a film is the film's box office success.
* The interpretation of a political blog post is the response it garners from readers.
* The interpretation of a day's microblog feeds is the public's opinion about a particular issue.

In all of these cases, one aspect of the text's meaning is observable from objective real-world data, although perhaps not immediately at the time the text is published (respectively: return volatility, gross revenue, user comments, and traditional polls). We propose a generic approach to text-driven forecasting that is expected to benefit from linguistic analysis while remaining neutral to different theories of language. A highly attractive property of this line of research is that evaluation is objective, inexpensive, and theory-neutral. This approach introduces some methodological challenges, as well.

We conjecture that forecasting tasks, when considered in concert, will be a driving force in domain-specific, empirical, and extrinsically useful natural language analysis. Further, this research direction will push NLP to consider the language of a more diverse subset of the population, and may support inquiry in the social sciences about foreknowledge and communication in societies.

This talk includes joint work with Ramnath Balasubramanyan, William Cohen, Dipanjan Das, Kevin Gimpel, Mahesh Joshi, Shimon Kogan, Dimitry Levin, Brendan O'Connor, Bryan Routledge, Jacob Sagi, and Tae Yano.

Bio: Noah Smith is an assistant professor in the School of Computer Science at Carnegie Mellon University. He received his Ph.D. in Computer Science, as a Hertz Foundation Fellow, from Johns Hopkins University in 2006 and his B.S. in Computer Science and B.A. in Linguistics from the University of Maryland in 2001. His research interests include statistical natural language processing, especially unsupervised methods, machine learning for structured data, and applications of natural language processing. He serves on the editorial board of the journal Computational Linguistics and received a best paper award at the ACL 2009 conference. His ten-person group, Noah's ARK, is supported by the NSF, DARPA, Qatar NRF, Portugal FCT, and gifts from Google, HP Labs, and IBM Research.

Abstract:
This paper estimates the impact of telecommunications policies on mobile penetration and usage across developed and emerging markets. The analysis takes into account non-policy drivers and the interaction different policies have on each other. Our analysis shows that explicit policy decisions such as the level of mobile termination rate (MTRs) and taxation rate on profits have large and significant effects on penetration. Mobile usage, on the other hand, is poorly explained by the observed policy variables. As such, policies designed to increase usage would likely be ineffective. These findings are important as we see pressure worldwide for an acceleration of reduction in the level of MTRs and an increasing trend of higher taxation on mobile operators. Both of these policies are likely to lead to a lower level of mobile penetration than would otherwise be the case.

The Carnegie Mellon Portugal first Industry Forum and Diploma Ceremony will be held on February 22nd, 2010 at Universidade de Coimbra, Portugal. This ceremony will celebrate the achievements of the 2008 and 2009 graduates and foster a closer relationship with the Industrial affiliates.

During the 2010 Diploma Ceremony, the combined achievements of the Professional Masters graduates of December 2008 and December, 2009, will be celebrated in a joint ceremony in which dual degrees will be bes-towed upon the graduates of the following collaborative programs: Professional Master of Human-Computer Interaction (HCI), Universidade da Madeira and Carnegie Mellon University; Professional Master of Information Networking (MSIN), Universidade de Aveiro and Carnegie Mellon University; Professional Master of Information Technology and Information Security (MSIT-IS), Universidade de Lisboa and Carnegie Mellon University; Pro-fessional Master of Software Engineering (MSE), Universidade de Coimbra and Carnegie Mellon University.

The Carnegie Mellon | Portugal Program supports faculty exchange programs, in which Portuguese academics can spend at least one term working in research and education at Carnegie Mellon to experience the culture of a top United States university. Carnegie Mellon professors are also given the opportunity to spend time in Portugal to engage in teaching and research activities with local institutions of higher education and research labs.

Admission Process

Admissions varies depending on which graduate program and affiliate university you attend.

ICTI has a decentralized admission process. All programs manage their own application process. To apply, determine which program you are interested in and then apply directly to that program. The Carnegie Mellon|Portugal program engages the different departments in universities affiliated with the program; therefore, all admissions are handled by the individual programs themselves.

Admission Requirements

We welcome students from the United States & Portugal as well as other international students who qualify for our programs.

Admission is highly competitive. About 20 outstanding students with a potential to distinguish themselves in research are fully funded and enter the doctoral program, and around 45 students enter the master program each fall.

Reviewers evaluate the applicant’s essays, academic background and performance, research interest and potential, prior exposure to academic research, strength of recommendations and standardized test scores. The application deadline varies depending on selected Program (M.S. or Ph.D.). International applicants are encouraged to submit their information earlier. Admitted students enroll the following autumn.

GRE test
On the following website - http://www.ets.org - you can register for the GRE test. In Portugal, this test can be taken in Lisbon and Coimbra. To meet the application deadline, we recommend applicants to take the required tests by September. GRE Scores are valid for five years; older scores will not be considered.

Fluency in English
The Test of English as a Foreign Language (TOEFL) is required for international applicants whose native language is not English. More information can be found on the following website: http://www.ets.org.

Financial Assistance for the Ph.D. students

All students who are admitted to the Ph.D. Program are automatically considered for financial assistance consisting of a tuition grant and stipend support. Financial assistance is granted on the basis of the student’s potential for scholarship and creative research.

When in Portugal, you will be supported by a fellowship from FCT (Fundação para a Ciência e a Tecnologia), which also funds your contract with Carnegie Mellon during the foreseen study periods in the United States. Once you accept the admission offer you will be instructed on the steps you need to follow to process it. The current (2009/2010) monthly stipend in Portugal is €980.

Tuition Grants
Full tuition support is available for five years of full-time study, conditional on satisfactory progress in the program.

Carnegie Mellon Portugal|Program Orientation Day in Aveiro

On September 13th 2009, in Aveiro, the Carnegie Mellon Portugal Program organizes the Orientation Day for the Master and PhD students who are starting their academic year 2009/2010 in Portugal. The main goal of the orientation is to welcome the students to their new surroundings.

In the morning, the students will participate in several workshops:
- “Living in Portugal”, presented by two international students;
- “Introduction to Portuguese cultural peculiarities”, a presentation prepared by two Portuguese students;
- Students will also have an opportunity to participate in a generic workshop that will cover several topics: student guide, policy on cheating, and “who is who” in the ICTI Offices.

In the afternoon, the students will participate in a Teambuilding Activity that will give them the opportunity to get to know each other better, to work as a team, and to know the Aveiro city.

Don’t Miss: Carnegie Mellon Orientation Week 2009

In the weeks prior to the first day of class on August 24, incoming ICTI students can expect a variety of activities designed to acquaint them with their departments, Carnegie Mellon’s Campus, and the Pittsburgh area.
In addition to the Graduate Student Services Office’s university-wide graduate student orientation, from August 12 to 13, the Office of International Education (OIE) will host an International Graduate Student orientation on August 11. This orientation will include a mandatory visa check-in and introduction to campus resources.
New students are also invited to the ICTI orientation on August 14 to become more familiar with the Carnegie MellonPortugal Partnership. Students will learn about the various ICTI programs and have a chance to meet each other and the ICTI@CMU staff and Executive Team.

New Interactive Techologies Institute Kick off in Madeira

The University of Carnegie Mellon, the University of Madeira and the Madeira Tecnopolo signed, on July 23, a protocol establishing the Madeira - Interactive Technologies Institute (Madeira - ITI), the first institute of innovation in the archipelago, devoted to the area of Information and Communication Technologies (ICT).

The ceremony was attended by more than 70 people, including the Minister of Science, Technology and Higher Education, Mariano Gago, the Secretary of State for Science, Technology and Higher Education, Manuel Heitor, the vice president of the Regional Government of Madeira, João Cunha e Silva, vice president and Provost of Carnegie Mellon University, Mark Kamlet, rector of the University of Madeira, Castanheira da Costa, director of the Carnegie MellonPortugal Partnership at Carnegie Mellon, Fonseca de Moura, and Nuno Nunes one of the scientific directors of the Carnegie MellonPortugal Partnership and the initiator of Madeira—ITI.

This Institute will operate as a separate department, with the primary objective of maintaining relationships and projects for sustainable and long-term cooperation with other institutions of Carnegie Mellon University. The Institute follows the success achieved in the dual Professional Master's Degree in Human-Computer Interaction (HCI), under the Carnegie MellonPortugal Partnership.

Two years after the beginning of the partnership between Carnegie Mellon University and the University of Madeira, the professional Master program proved to be essential to attract talent and build critical mass in interdisciplinary areas such as HCI.
"This is a project of strategic leadership, resulting in a high-level partnership. An example to be followed by other Portuguese universities", noted the Minister of Science, Technology and Higher Education. The view was shared by Provost of Carnegie Mellon University who compared the situation of both universities (Carnegie Mellon and Madeira): "We are small universities with big ambitions, that choose areas where we can make a difference, in regions known as centers of know-ledge and which can be engines of the economy." About the Institute, Mark Kamlet emphasized: “this is a very natural step in what has been the partnership”. Castanheira da Costa stressed that this initiative demonstrates that "we are able to innovate." Fonseca de Moura was very pleased to see in only two years such initiatives: an Institute, real projects, recruitment of researchers of international renown, and the attraction of students around the world." Nuno Nunes explained that the aim is "to attract the best students of the World."

Madeira Interactive Technologies Institute: Conducts research and provides graduate training

The Executive Vice President and Provost of Carnegie Mellon University, Mark Kamlet, will be in Madeira on July 23 to sign a protocol with the University of Madeira to establish the Madeira Interactive Technologies Institute (MADEIRA-ITI). This initiative is the result of the successful dual degree professional master’s program in human computer interaction under the Carnegie MellonPortugal Partnership.

The Madeira Interactive Technologies Institute (MADEIRA-ITI) will be an innovation institute as defined by the statutes of the University of Madeira and established as an associated independent non-profit R&D organization whose founding members are the University of Madeira, Madeira Tecnopolo SA, and Carnegie Mellon University. The goals will be to conduct research and provide graduate training in the domain of human-computer interaction, contributing to the development of the field. MADEIRA-ITI also aims to support collaborations with other research and higher education institutions and companies, including consulting services.

“Promote Madeira as a Living Lab for open innovation of companies.”

MADEIRA-ITI builds on the vision of the Carnegie MellonPortugal Partnership to consolidate a strategic plan that:
1. Enables the University of Madeira to create the first innovation institute in the strategic area of information and communication technologies by pursuing a distinctive theme around interactive technologies – including Human Computer Interaction (HCI) and its industrial applications;
2. Creates the conditions to take the current Masters in HCI program into a sustainable model that leverages the quality standards of Carnegie Mellon professional graduate education, providing the program with the necessary agile administrative support while maintaining the fundamental relationship with high-quality research and industry involvement;
3. Promotes the regional government’s goal of changing the economic development model of Madeira, leveraging the attraction of talent and industry involvement in key distinctive areas like HCI, thus generating critical mass to attract industry and develop new innovative services in Madeira;
4. Enables the development of new professional programs required to bring Madeira into the international landscape of interactive technologies while reassuring the quality standards of the small-class model of the MHCI. Areas of particular relevance currently being pursued are entertainment (with synergies for tourism) and service design (with synergies with the international business center);
5. Incorporates a new thematic area of Human-Computer Interaction in the network of Associated Laboratories accredited by FCT, thus contributing to the consolidation of critical mass at the national level in particular for emerging and non-traditional interdisciplinary areas in Portugal, like HCI, and promote Madeira as a Living Lab for open innovation of companies in Europe and elsewhere.

The ceremony will be held on July 23 at 20 p.m. at the University of Madeira. First Annual Carnegie Mellon|Portugal Partnership Conference

More than 200 members of the academic and business communities attended the first annual conference of the Carnegie Mellon|Portugal Partnership “Economy 3.0: Re-boot and Re-connect.”

The First Annual Carnegie Mellon|Portugal Partnership Conference, sponsored by the oundation for Science and Technology (FCT) and held at the Palácio da Bolsa in Porto on June 22, enjoyed the presence of the Prime Minister of Portugal, the Minister of Science Technology and Higher Education, the State Secretary for Science, Technology and Higher Education, and the President of FCT.

The Carnegie Mellon|Portugal Partnership Conference’s welcome address was given by José Marques dos Santos, Rector of the University of Porto, who announced that the change of management of universities will promote their autonomy. The University of Porto was among the first to attain the status of Foundation in Portugal.

João Barros, National Director of ICTI@Portugal, emphasized the importance of a wide scientific debate about the role of ICT in shaping a new economic model following the current financial crisis. To this end, the leadership of the Partnership prepared a provisional strategic plan that is currently under discussion among scientists and industry professionals in Portugal and at Carnegie Mellon. This document shall be the basis for a new call for research project proposals that will open in the coming weeks. In the strategic plan, ICT focus areas are proposed in which Portugal can develop comparative advantages. These areas include: Next Generation Networks for High-Quality Trusted Services; Software Engineering for Large Scale Dependable Systems; Cyber-Physical Systems for Ambient Intelligence and Human-Centric Community; and Applied Mathematics. Public Policy and Entrepreneurship in High-Growth Areas appear as important complementary fields.

Professor Barros noted that "Portugal already has, in these areas, research groups with international impact and dynamic companies with the capacity to transform the results of basic research in high-tech products with added value." Examples include Portugal Telecom, Nokia Siemens Networks, Novabase, as well as BioDevices, Critical Software, Ndrive or OutSystems. At the end of the speech, João Barros affirmed that it is important to create space for a new generation of leaders, both in academia and in business, and ended by stating that: "This is the time for us to make a difference."

The keynote speaker at the Conference was Marvin Sirbu, Professor of Engineering & Public Policy at Carnegie Mellon University. Professor Sirbu’s speech was a response to the question, “How can ICT help?’ His answer touched upon major problems of our times such as global warming, energy efficiency and self reliance, environmental preservation, infrastructure lifetime, aging population and global competition, showing the many areas that ICT impacts.

“The Carnegie Mellon|Portugal partnership aims to create new models for interdisciplinary and international collaboration, new academic centers of excellence, and also new models for academy / industry collaboration.”

For Marvin Sirbu to go from invention to innovation is a very important step because "it is not enough to do good science & engineering." The key is that "ideas must be translated into products and services." For this to occur, "we need a better understanding of the ecology of innovation.” Mariano Gago, Minister for Science, Technology and Higher Education, said that science in Portugal is characterized by a "culture of seriousness." This is the area in which young professionals are most internationalized" because “their worth comes from the recognition of the best, and that must happen on the world stage.”

The opening session of Annual Conference ended with José Sócrates, Prime-Minister of Portugal, who emphasized the importance of this partnership for the development of the country. He said that science "was the only sector that always had an increase in public investment.”

The investment in science, which was 1.2 percent of GDP, was the only item of the state budget that always had a positive and significant progress in terms of national public investment." In his view, the international partnerships gives the universities the opportunity to compete in the global arena of knowledge.

The aim is to increase the number of scientists working in Portugal to "six researchers for every 1,000 people,” thus matching the European average. On the other hand, it was shown that between 2005 and 2007 the number of companies engaged in research and development has doubled. The Portuguese Prime-Minister still had time to give one more relevant figure:
"Portugal is one of the European countries that have the largest number of women in research - about 44 percent of scientists are women."

COLAB Mathematics Summer School and Workshop 2009

Kinetics and statistical methods for complex particle systems.

The Colab Mathematics Summer School is a yearly event that aims at bringing together Ph.D. students and junior faculty with well known experts in the several areas of mathematics.
This is two-week summer program to be held this coming July 2009 in Lisbon, Portugal. The week of July 13 to 17 will feature a summer school for graduate students and postdocs, with lectures by E. Carlen, P. Degond, I. Gamba, M. Katsoulakis and R. Pego. The following week of July 20 to 24 will hold a workshop featuring lectures on recent progress in this field.

This program is a University of Texas at Austin-Universities in Portugal initiative http://www.math.ist.utl.pt/~dgomes/austin and is also supported by the ICTI Carnegie Mellon Portugal Program partnership, CIM and CMAF.

The themes of this program are analytical, numerical, and probabilistic issues related to dynamical properties of complex systems, with connection to natural and social sciences. In addition to the particle systems underlying classical kinetic theory, examples of such systems that have been studied recently include statistical modeling of rapid granular flows, coalescence-breakage models for jet-bubble flows, mixtures undergoing chemical reactions, swarming behavior in social animals, traffic networks (e.g., vehicular traffic on highways, TCP traffic on the internet, traffic of goods on supply chains), and economic models related to information sharing in large populations, as well as applications to climate modeling via stochastic methods.

Don Norman, co-founder of the Nielsen-Norman Group and Professor of Design at Northwestern University, is a world renowned authority on usability and design and the author of many books, including “The Design of Everyday Things,” “Emotional Design,” “The Design of Future Things,” and “Sociable Design.” Professor Norman is a guest of the University for MUSE III, the 2009 Madeira Usability and Software Encounters, an annual event sponsored by the Laboratory for Usage-Centered Software Engineering and the Department of Mathematics and Engineering at the University of Madeira.

This Academy brings together all post-docs of the Mathematics programs of both the Carnegie MellonPortugal and UTAustinPortugal partnerships.

“In the Academy we will have two courses by leading mathematicians as well as presentations by the post-docs and we expect to attract to the audience both senior faculty as well as junior faculty and advanced graduate students”, explains Diogo Gomes, scientific director of Carnegie Mellon Portugal Program.

This year the main topic of the Academy is Applied Analysis and Partial Differential equations. “We will have courses by Luis Caffarelli from University of Texas at Austin and Panagiotis Souganidis from the University of Chicago”, says Diogo Gomes adding “we are also planning a presentation by the leaders of the research projects in Mathematics under these partnerships. We hope to get the new post-docs actively involved in the research activities at Portuguese institutions. As such, we believe that activities such as this Academy are essential for the integration of the post-docs hired under these programs in ongoing research projects.”

Who is Luis Caffarelli?
Luis Caffarelli is a Sid W. Richardson Foundation Regents Chair at the University of Texas at Austin, and has been awarded in 2009 the AMS Leroy P. Steele Prize for Lifetime Achievement. He is also the Director of Mathematics at the University of Texas at Austin of the CoLab - UTAustinPortugal partnership program.

Who is Panagiotis Souganidis?
Panagiotis Souganidis is a Charles H. Swift Professor of Mathematics at the University of Chicago. He has been awarded a Presidential Young Investigator Award (1987), an Alfred P. Sloan Fellowship (1989) and the 1996 Bodossaki Foundation Academic Prize, which is awarded to outstanding Greek scholars under the age of 40.

Abstract: Language Technologies are still in their early stages of use as far as Computer-assisted Language Learning (CALL) is concerned. But some notable progress has been made and some systems have appeared. This talk will discuss three applications that I have developed: Native Accent, Let's Go Lexical Entrainment, and REAP. We will look at how each one uses language technologies. We will also discuss the challenges that each system overcomes when it combines the need to serve the language learner well with the present state of each technology. We will also examine the learning science questions that are raised when the interface between the technology and the student is created.

Bio: Maxine S. Eskenazi received her Bachelor of Arts degree in Modern Languages from Carnegie -Mellon University in 1973. She received her DEA (Diplome d'Etudes Approfondies - equiv. Masters) in Linguistics from the University of Paris VII in 1981 and her Doctorat de Troisieme Cycle in Computer Science from the University of Paris XI in 1984. Her thesis was on "Caracterisation acoustique des voyelles francaises en vue de leurreconnaissance automatique" and her thesis advisor was Jean-Sylvain Lienard. She has been President and Chief Technical Officer of the Carnegie Speech™ Company (2001 - ). Carnegie Speech™ is a CMU spinoff. She is presently Associate Teaching Professor in the Language Technologies Institute of the School of Computer Science of Carnegie Mellon University. From 1980 to 1994 she worked as a grad student andthen a tenured researcher at LIMSI-CNRS in Orsay, France.

Welcome to the First Annual Carnegie Mellon Portugal Conference

The First Annual Carnegie Mellon Portugal Conference, entitled “Economy 3.0: Re-Boot and Re-Connect” is sponsored by the Fundação para a Ciência e Tecnologia and will take place on June 22, 2009, at Palácio da Bolsa, Porto, Portugal.

The current financial crisis has casted some doubt on the existing economic model. Rather than re-booting the system, leaders around the world must re-connect and work towards the growth of global innovation networks, capable of providing robust and sustainable solutions for our common future.

In this context, information and communication technologies have no doubt an important role to play, not only because they remove both geographic and cultural barriers, but also because they are basic building blocks in the search for technical solutions that ensure a more intelligent use of the resources of our planet (e.g. smart grids, vehicular networks, precision agriculture, etc.) and of the talents of our people (workflow software, social networks, personalized contents, etc.). Any increase in competitive advantage is necessarily tied to our ability to lead this search in focused areas of technological innovation. The goal of this conference is to identify some of these areas, from basic research to applications, actively promoting the formation of industrial and academic consortia capable of meeting the challenges of Economy 3.0.

The Carnegie Mellon Portugal Summer Academy is a unique event organized by ICTI involving several workshops and talks covering many breakthrough and practical issues on the area of information and communication technologies (ICT). Tailored for an industry audience with hands-on experience in key methods and techniques for service, software and game development, technology change and entrepreneurship. The workshops and talks will be offered by an international team of experts from the Carnegie Mellon faculty and also invited professors from world renown institutions in the ICT field.

Participants will have an opportunity to choose between the following 2,5 day workshops:
